Residents report that the owner of this vehicle has been using Hollingdean as a place to store their vehicle for at least the past two years.
It belongs to a resident in the adjoining resident parking Zone G (Hollingbury Road). Several residents have suggested that it may also be related to SL09 WUB, which similarly uses Hollingdean for 'free' parking whilst attempting to park as close as possible to their residence on Hollingbury Road.
The gentleman owner is also often seen swapping this vehicle for a red Honda Civic (AY66 VPL). This means that they often have either one or the other of their vehicles permanently parked in the space, leaving local residents completely locked out of using it at all.
The Honda is parked in Hollingdean during the day, and then this Volkswagen is swapped in and parked in the same space overnight and at weekends. The owner of the Honda then drives to and from Hollingdean in the mornings and evenings.
This is incredibly unfair to Hollingdean residents and serves nothing but to add to the congestion in the Westernmost corner of Hollingdean, around Hollingbury Crescent, Adams Close, and the bottom end of Stanmer Park Road.
As a very large vehicle, it also takes up significant amounts of road space and is often left unmoved for extended periods of time (often from Wednesday or Thursday until the following Monday). During the winter season, it has been known to not move at all for several months at a time.
One of the excuses often used for non-residents keeping larger vehicles in the non-permit areas of Brighton is that the council imposes size limits on what vehicles can obtain resident permits. The council uses this mechanism to avoid extremely large vehicles being stored in residential areas, but it also means that these vehicles - particularly camper vans - are dumped into the residential non-permitted regions of Brighton instead.
However, the dimensions of this particular vehicle fall well within those permitted by Brighton Council. Given that the owner lives within a permit-controlled zone, and their vehicle is eligible for a resident permit at their address, the only reasonable assumption that can be drawn is that the owner chooses to dump this eyesore onto their neighbours in Hollingdean out of sheer self-centeredness and selfishness.
Residents report that, like EY55 YOC (a similar non-resident vehicle using Hollingdean for free parking), the rear bed is often left full of untethered rubbish. When the weather is windy, this rubbish blows away, covering our streets in litter.
