As residents of Hollingdean see time and again, the owner of this vehicle has opted to keep their car for 'free' in Hollingdean, rather than get themselves a permit for their car, in the area which they live.
This is a vehicle which can often go many days or weeks without moving at all but will always return back to Hollingdean, parked as close as the driver can their home, making an already very congested area of Hollingdean yet more difficult for the local residents to live in.
The use of our streets by non-residents in this way not only adds to the parking misery of residents who have no choice but to park further away from their own homes - displaced by these non-residents. It also means that (with a large number of vehicles making unnecessary trips into the area for the sole purpose of parking for 'free') pollution in the area is higher than it needs to be, traffic is heavier, there's more noise, and more congestion.
This could be solved very simply if non-residents take ownership of storing their vehicle rather than dumping it on their neighbours.
