Residents report that this vehicle arrived in Hollingdean at the start of February - at the same time as the parking permit for Zone H displayed in the windscreen expired, and has not moved since.
This is a classic case of displaced parking (and something which Hollingdean suffers greatly due to).
Displaced parking is where a vehicle owner from an altogether different area of the city (and in this case, distant - this vehicle belongs to a resident of Kemp Town) decides to park their car for 'free' in Hollingdean rather than either obtain or renew their parking permit for the area in which they live.
There is never a valid excuse for this behaviour. For the benefit of doubt, residents also report that the owner is a known non-resident, rather than somebody who might have otherwise recently moved to the area.
This is particularly problematic for Hollingdean residents as these are inevitably also cars which do not move often; often spending weeks or months entirely unmoved, blocking what little space would (and should) otherwise be available to the residents of Hollingdean.
