Residents recognise that this Renault belongs to the visitor of a resident of the adjoining resident parking zone towards Fiveways.
Instead of the (non-Hollingdean) resident, they are visiting, providing them with a valid visitor permit for their zone; they have instead sent their visitor to Hollingdean to park for 'free', where this Clio has then been left, without moving, throughout July and August.
This is incredibly common. Residents of the adjoining permit zone areas opt to dump their visitor's vehicles into Hollingdean for extended periods instead of taking responsibility for their guests and providing them with (very cheap) daily visitor permits.
This is particularly pronounced during the summer, when Hollingdean residents can find that many of the vehicles left here do not move at all for weeks at a time, grinding the area to a complete halt.
Using Hollingdean for 'free' parking in this fashion, though, is not only about the loss of local resource for actual residents (ie: parking). It also means that we see an increase in traffic, congestion, noise, and pollution, leaving a very real and lasting impact on local residents long after the owners of these vehicles have gone home again.
