HG19 XDU is a black Mercedes C-Class belonging to a student living on Hollingbury Road in the adjoining controlled parking zone. Rather than purchasing a resident permit for their vehicle, the owner relies on a combination of timed parking and long-term storage in Hollingdean.
The vehicle is frequently seen parked on Hollingbury Road outside of the permit enforcement hours, where the owner is believed to live.
However, when restrictions are active, it is moved into Hollingdean instead. Once here, it is often left unmoved for weeks at a time, taking up space that should be available to residents of Hollingdean.
This kind of behaviour is extremely common. Residents from neighbouring zones use Hollingdean to dodge permit fees, pushing their parking needs onto streets already struggling with displaced vehicles, commuter traffic, and long-term storage.
HG19 XDU is just one example among many where non-residents treat Hollingdean as a free overflow for the permit zones around it, contributing to the chronic lack of parking available for those who actually live here as well as the additional congestion, noise, and pollution that comes from hundreds of vehicles accessing our neighbourhoods for nothing more than free parking.
